Following the declaration of a pandemic due to COVID-19, the Community Advisory Board has completed an exercise of prioritizing actions by management component, in a way that facilitates the implementation process of the Action Plan for the Collaborative Management of the Canal de Luis Pena Natural Reserve and the allocation of funds to address local management needs.
Plan de Manejo de la Reserva Natural Canal de Luis Peña
Un plan de manejo es una guía para la conservación de los ecosistemas, de los recursos naturales y culturales de un área en específica, delimitada a través d un proceso de ley basado en criterios científicos y de gerencia de recursos.
Es un documento para diseñar estrategias de conservación e implementarlas en un periodo de tiempo definido, con unos logros específicos y esperados.
In 2000, Hernández, et al, described the status of the Reserve:
"The Marine Reserve designated west of Culebra Island is dominated by seagrass meadows and coral reef communities, which present a high biological diversity representative of the coral reefs of the northeastern Caribbean. Coral reefs They still harbor a relatively healthy epibenthic community characterized by high live coral cover, as well as colony abundance and species richness. However, we detected what we could consider a possible early sign of degradation, including a decrease in cover. of live coral on Carlos Rosario beach between 1997 and 1998, and lower values in parameters such as fish abundance, total biomass and fish biomass. The results suggest that overfishing seems to be an important factor affecting "fish communities in easily accessible places such as Playa Carlos Rosario and require the establishment of management measures."
Culebra Community Watershed Action Plan for Water Quality and Coral Reefs (2014)
This watershed plan represents the culmination of the initial watershed planning process in Culebra- the goal of the watershed plan is to help chart a course for the improvement of water quality and coral reefs and to serve the goals of the citizens of Culebra. The process to complete the Plan has included: 1) a baseline study that summarizes existing scientific information and background on the study area, 2) a stakeholder process that has included meetings with individuals, agencias, and a series of meetings with the public to establish goals and objectives for the watershed plan, 3) fieldwork to establish water quality and coral reef conditions as well as the sources of pollution coming from land; 4) identification and prioritization of restoration opportunities including policy changes, implementation projects, and enforement issues; and 5) completion of a draft and final watershed plan
Plan para la Participación Ciudadana y la Educación Ambiental Reserva Marina Canal de Luis Peña (2013-2015)
De acuerdo al Plan de Manejo de CLP (CIEL, 2008), existen tres retos que superar para lograr el manejo efectivo de esta reserva marina.
Estos retos están relacionados a:
1. Asuntos de monitoreo y cumplimiento de reglamentos,
2. Manejo de desperdicios sólidos
3. Concienciación de los residentes locales y turistas sobre CLP
Este plan se enfoca en esos aspectos más directamente relacionados a los asuntos número uno y número tres. El enfoque es en las dimensiones educativas y recreativas del CLP
Plan de Cumplimiento Efectivo del Reglamento Ambiental Reserva Marina Canal de Luis Peña (2013-2015)
Este plan considera y discute las recomendaciones establecidas en el Plan de Manejo de la Reserva Natural Canal de Luis Peña (CIEL, 2008, p. 64) y en el documento de las Estrategias de Acción Local para la Conservación de los Arrecifes de Coral en Puerto Rico más directamente relacionadas con el cumplimiento efectivo de los reglamentos ambientales aplicables a esta reserva (DRNA & NOAA, 2011).
Además, es el resultado de un proceso de intercambio entre distintos grupos de interés, entrevistas, reuniones y observaciones de campo durante el período de enero de 2012 a diciembre de 2013. Para facilitar la conexión entre los objetivos de educación y extensión de CLP y los de este plan se incluye un resumen de los objetivos de manejo así como también actividades sugeridas para estos objetivos en el Apéndice A.
